Vermont won’t be part of the Tax Carbon Immediately movement. Actually it’s called the Transportation and Climate Initiative, and of all the northeastern states reputed to have been interested in taxing their carbon output, only Washington DC (natch) and the southern New England states of Massachusetts, Rhode Island and Connecticut will join. Phil Scott seems to be taking an approach of, ‘Good luck with that, fellas, and let us know how it works out.’
"Over the next decade, the program is projected to generate a total of $3 billion in revenue for Massachusetts, Rhode Island, Connecticut and D.C. The money will be invested in efforts to combat climate change, the Georgetown Climate Center announced on Monday. The group has facilitated the TCI discussions."
