Vermont Secretary of State James Condos wrote a letter to President Trump September 15 expressing his concern that a multi-nation postal agreement might not be ready in time for his office to send ballots for the 2020 presidential primary and general election. According to Condos, the administration could have withdrawn from the Universal Postal Union (UPU) on October 16. A few days later, the Trump administration struck a deal with the U.N.-led UPU, forestalling the electoral crisis.
