AG refiles murder charge against Burlington meat cleaver killer - VPR

Donovan re-filed murder and attempted murder charges against Gurung on Wednesday. Scott said Thursday that the case has exposed a "loophole" in the criminal justice system and that he wants to make it more difficult for lawyers to mount an insanity defense on behalf of their clients."
