    Even if they were at full capacity we should never put business owners out of business by closing them down. The answer is to spend the money to increase icu capacity at the hospitals. Keep people employed. Keep esteem, self respect intact for mental health. This is the plan we Vermonters want to see. It keeps tax revenues stable while addressing COVID.
