Michael Costa, architect of Vermont’s all-payer health care insurance system, has been named to the board of directors of OneCare Vermont, the for-profit company that is the “vehicle” for our state’s unique all-payer system. Costa, while deputy commissioner at Vermont Health Care Access, helped direct about $300 million in Medicaid payments to OneCare. It’s an unpaid position. Still - best choice among the small pool of qualified applicants – or conflict of interest?
